In plain English
Both halves are required: the database holding content and settings, and the files holding images, themes and plugins. One without the other does not restore a site.
A backup nobody has restored is a hope rather than a plan. The only way to know it works is to have used it, ideally on a staging site rather than in an emergency.
What to know
Why it matters
Backups are the one WordPress task where the cost of neglect is total. Everything else degrades gradually; a lost site with no backup is a rebuild from nothing.
