A business plan sets out what the business does, who it serves, how it competes and what the numbers are expected to look like. Traditionally it is written for a bank or an investor.
For most small businesses the full formal document is unnecessary. What is genuinely useful is the thinking it forces, particularly the financial model, and that fits on a couple of pages.

Why it matters
The value is in the arithmetic, not the prose. Working out how many customers at what price it takes to cover costs is a sobering exercise that changes decisions. Plenty of businesses discover their plan requires a market share they will never reach.

As short as it can be while covering the model, the market and the numbers. Two pages of clarity beats thirty of padding.
