A sitemap lists the pages you want found. The XML version is for search engines and sits at a fixed address on your site. There is also the older HTML sitemap, a page of links for visitors, which matters far less now.
It does not force anything to be indexed. It is a suggestion, telling crawlers what exists and roughly when it changed, which helps on larger sites and new ones with few links.
